I have the honour to report as follows on the questions raised in His Excellency's Minute of the 15th instant.
There have been six Competitive Examinations held since the Regulations came into force on 19 June 1883, for subordinate posts under the Government.
The annexed table giving particulars of these examinations shows that in every case (with one exception) a Knowledge of Chinese both Colloquial and Written, was required.
In one case the first candidate in order of merit was a Chinese; and in another, an Indian Jew.
In the remaining four Examinations a Knowledge of Chinese was required. A Chinese was first, and a Portuguese, was second.
